This guy has thought of everything. First of all, there's ~25 demo scenes showing every which way that you can implement this from custom code, screen space overlays, having an electric field circle your object and on and on.
He's built all the tools you could possibly need to have different lightning attacks, like bolts and whips, including hitting different targets with them. He has examples using splines, lighting/shadows, HDR color, custom meshes, an interactive lightning whip and a lightning spline builder.
Do NOT challenge this man to a lightning fight. You will lose.

Highly Configurable

Was very impressed not only with the visuals, which are quite stunning, but also with the granularity of the configuration options. There are so many properties to tweak and experiment with to create just the right lightning effect. Awesome asset!

All the tutorials and readme seem to be skewed towards individual bolt design or a 2d game, and the 3d scene thunder and lightning prefab is totally broken because you can't accurately control the spawn time of the bolts which was the only part of this asset I wanted to use.
I spent some time trying to re-write the override settings for the bolt generation that uses system.random but it was no use as there's something disconnected in the thunderandlighning prefab and it doesnt listen to the min/max reliably. When it does work it looks beautiful which is such a shame because it's useless in its current state.
If you have a use case for individual bolts or a lightning weapon projectile or you don't mind manually placing spawn bolts around your scene then I'm sure the asset works great but if you want procedurally generated lightning then it falls short.

Im revising my rating up because quite easily you can just call:
thunderAndLightningScript.CallNormalLightning();
and
thunderAndLightningScript.CallIntenseLightning();
with your own intervals.
it was annoying to have to go through the code and set it up myself to try and fix the controller when this script with some standard auto-generating intervals should be given out of the box.

OK lets be honest this is a 5 star asset. Lightning is well ahead of anything else on the store. And the dude has gone to the trouble of sourcing really nice sounds to go along with it both normal and intense bolts. I think the 3d scene procedural stuff should be the star of the show and the dev should spend a little more time showcasing it with different options THAT ARE READY TO PUT IN YOUR SCENE (!!!!!) because this is like 10x as good as any lightning storm from the bigger names like enviro3 etc.
